This “garden” is outside a high-rise of government housing in New York City. We see the spirit of Hilda here. She seems to be beautifying the area, perhaps seeking what she considers “normal” in the world. She’s making a garden, trying to make the world more beautiful for everyone. However, with the garden’s state of disarray, it makes you wonder what happened to Hilda.
